This webinar addressed the challenges and opportunities relevant to strengthening teacher evaluation systems for teachers of English language learners (ELLs). The discussion provided an overview of specific issues to consider when evaluating teachers of ELLs. Presenters discussed key challenges and opportunities in incorporating student data on ELLs in teacher evaluation systems and made recommendations for strengthening assessments and how they are utilized in these systems.

The primary goals of the conference are to demonstrate the impact the comprehensive center system of technical assistance and dissemination has had on the nation and to build the capacity of participants to make informed and strategic decisions about educator effectiveness from a systems perspective, especially in light of current federal and state policy developments. The National Comprehensive Center for Teacher Quality 2012 Conference is designed to provide the most current and accurate information on research, practice, and federal foci and opportunities to address teacher and leader effectiveness and equitable distribution of teachers in schools, especially in high-poverty, low-performing, and hard-to-staff schools.
Summary of “Expert Forum on the Evaluation of Teachers of English Language Learners”

The TQ Center hosted a one-day forum that convened English language learner (ELL) experts from around the country. The meeting was intended to spur discussion around the challenges and potential solutions for evaluating ELL teachers. This brief documents the results of this forum including current efforts related to teacher evaluation and ELLs,challenges in evaluating teachers of ELLs, and state and district considerations when designing evaluation systems.
Measuring Teachers' Contributions to Student Learning Growth for Nontested Subjects and Grades

This Research & Policy Brief was developed to help states consider options for assessing student learning growth for the majority of teachers who teach content not assessed through standardized tests. It provides information about options for states to explore as well as factors to consider when identifying and implementing measures. The brief also focuses specifically on federal priorities to help ensure that evaluation systems meet the high expectations set for teacher evaluation. Finally, the brief emphasizes the importance of fairly measuring all teachers, including them in the evaluation process, and ensuring validity in measurement.

This TQ Research & Policy Brief provides the results of an inquiry conducted by the TQ Center with support from the Council for Exceptional Children and several national experts in the context of current research and practice in teacher evaluation. It offers policy and practice recommendations for regions, states, and districts to help in their efforts to create valid, reliable, and comprehensive evaluation systems for all teachers as they work to improve the achievement of all students. The recommendations provided within hold value for practitioners at all levels and, in some respects, teacher educators charged with preparing educators.
