Systems That Last: Great Teachers and Leaders for America’s Schools
(September 2012; Event)
The primary goals of the conference are to demonstrate the impact the comprehensive center system of technical assistance and dissemination has had on the nation and to build the capacity of participants to make informed and strategic decisions about educator effectiveness from a systems perspective, especially in light of current federal and state policy developments. The National Comprehensive Center for Teacher Quality 2012 Conference is designed to provide the most current and accurate information on research, practice, and federal foci and opportunities to address teacher and leader effectiveness and equitable distribution of teachers in schools, especially in high-poverty, low-performing, and hard-to-staff schools.
Supporting State Efforts to Implement Comprehensive Teacher and Leader Evaluation Systems

This workshop was designed to provide regional comprehensive center staff with increased knowledge of select topics related to the creation and implementation of comprehensive evaluation systems, with a special focus on principal evaluation and aligning evaluation and professional development. The workshop included sessions on the key components to designing comprehensive principal evaluation systems, lessons on principal evaluation policy and practice from early implementers, the alignment of professional development and evaluation and strategic communication. The workshop also included presentations on the state role in implementing evaluation systems, new and forthcoming TQ Center resources, strategic communication, ESEA flexibility waivers, and RCC experiences in helping states with teacher evaluation efforts.
Leadership Strategies to Support Effective Teaching

This workshop provided the opportunity for RCCs and state teams to learn about issues, research, and strategies related to the cultivation of strong school-level leadership as a critical component of a systemic approach to improving teacher effectiveness. Topics included creating high-quality leadership evaluation systems; empowering leaders to create strong teacher evaluation systems and linking those systems to meaningful, targeted professional development; and the equitable distribution of high-quality leaders across districts and states.
Supporting State Efforts to Design and Implement Teacher Evaluation Systems

This workshop was designed to provide regional comprehensive center staff with increased knowledge of select topics related to the creation and implementation of comprehensive evaluations. The workshop included four working sessions on the following topics: using evaluation data to support and improve effectiveness, measuring student growth in tested subjects, measuring student growth in nontested subjects and for teachers of at-risk students, and understanding the basics of quality assessments for measuring growth.
Enhancing Teacher Evaluation: A Critical Lever for Improving Teaching and Learning

This workshop focused on issues, research, and strategies related to the creation and use of teacher evaluation as part of a comprehensive system to improve teaching and student learning. Topics covered included steps in creating quality evaluation systems, issues involved in evaluating teachers of students with disabilities and English language learners, and the use of evaluation results to target professional development, certification, and career opportunities. In addition, the workshop included conversations on the use of evaluation in teacher tenure decisions and engaging stakeholders in systemic reform.
What Works Conference: Beyond Highly Qualified: The Development and Distribution of Highly Effective Teachers and Leaders

The 2009 What Works Conference “Beyond Highly Qualified: The Development and Distribution of Highly Effective Teachers and Leaders” focused on the primary issues outlined in the American Recovery and Reinvestment Act and the Elementary and Secondary Education Act, as reauthorized by the No Child Left Behind Act. Conference presentations ranged from strategies for states to ensure that all students have access to effective teachers to standards and models for teacher leadership to the implementation of response to intervention. Participants gained knowledge that equipped them with tools and talking points about the shift from "highly qualified" to "highly effective" teachers and the equitable distribution of such teachers to all students.
Addressing Inequities in the Distribution of Highly Qualified and Effective Teachers: A Workshop to Move Research and Policy into Action

Participants attended working sessions focused on three criteria essential to the development of actionable steps toward addressing equitable distribution issues:
  • Defining equitable distribution metrics for their state
  • Working with local education agencies to collect and analyze data
  • Aligning state needs with action strategies
Evaluating Teacher Effectiveness: A Workshop Connecting Research to Policy and Practice

Held in Denver, Colorado, this workshop brought together experts and practitioners around the existing and emerging research on educator evaluation, and policy implications and impact on practice. Dan Goldhaber, Ph.D., University of Washington?Bothell and Center for Analysis of Longitudinal Data in Education Research (CALDER) gave the workshop's breakfast keynote address on the utility of using value-added measures to estimate teacher effectiveness. Workshop presenters included Bridget Hamre, Ph.D., University of Virginia; Brad Jupp and Shayne Spalten, Denver Public Schools; Lucy Steiner, Public Impact; Kaneal G. Alexander, Tennessee State Department of Education; Carolyn McKinney, North Carolina Department of Public Instruction; and Larry Shumway, Utah State Department of Education.
Building Capacity for a Systems Approach to Improving Educator Quality

The 2008 What Works Conference—Building Capacity for a Systems Approach to Improving Educator Quality—focused on the alignment of teacher quality and school leadership policies across the educator career continuum. Conference themes emphasized how coordination of policies relating to teacher preparation and recruitment, induction and professional development, compensation and working conditions, performance management, and school leadership allow states to leverage resources effectively and to generate policies and practices that are likely to raise student achievement by improving educator quality.
From Planning to Action: Effectively Using Your Professional Development Resources

National Comprehensive Center for Teacher Quality hosted an invitational issue forum for the regional comprehensive centers and state education agencies in Arlington, Virginia, March 13?14, 2008. The forum directly followed, and partially overlapped, the U.S. Department of Education?s ESEA Title II Conference. The sessions focused on such topics as professional development for Gen Y teachers for special student populations, professional development standards, and putting professional development research and policy into action.

National Issue Forum: Roundtable Discussion: Preparing Special Educators: Critical Issues and Emerging Needs

The National Comprehensive Center for Teacher Quality convened an invitational issue forum for the regional comprehensive centers on June 27, 2007, in Arlington, Virginia. The roundtable discussion focused on special education issues including recent policy, research, and practice—with an emphasis on teacher preparation. On March 28-29, 2007, the National Comprehensive Center for Teacher Quality hosted a national issue forum to help states and regional comprehensive centers move another step forward with the implementation of their state plans to ensure that highly qualified teachers are available for all students—regardless of where they live or the school they attend.
Increasing Student Achievement in High-Need Schools Through Teacher Quality

On May 24–25, 2006, the National Comprehensive Center for Teacher Quality hosted its inaugural issue forum, "Addressing Personnel Shortages and the Recruitment of Special Education, Mathematics, and Science Teachers in At-Risk Schools." The primary goals of the meeting were to build knowledge and resource foundation; to learn emerging strategies and practices; to build capacity to share and apply knowledge base; and to use applicable tools and resources to identify data trends regarding special education, mathematics, and science.
